"Toward Designing Economic Mechanism for Spectrum Reallocation --- A System with Compulsory Revelation of Supply Prices" (Outline), presented at the 18th Biennial Conference of the International Telecommunications Society (ITS), Tokyo, June 27-30, 2010.

[Abstract]

This paper analyzes the functioning of the mechanism for spectrum reallocation which was proposed previously by the author with the name of Extended Market Mechanism (EMM)*. The objective of EMM is to facilitate Pareto-improving and incentive-compatible reallocation (repurposing and reassignment) of spectrum. Under EMM, spectrum is owned by the state, but may be used by a private party for an indefinite period unless claimed by other(s) for a compensation specified by the party using it. Specifically, each user of a spectrum block is obliged to declare an amount of compensation for which the user is willing to transfer the right of using the block (the supply price of the block); if an offer is made at a price greater than or equal to the declared compensation, then the user must give up using the block. Further, the user must pay to the government an annual spectrum usage fee equal to the product of the supply price and a government-chosen fee rate. It is noted that the higher the level of the fee rate (r), the greater the speed of spectrum reallocation, and that the case r=0 corresponds to that of the conventional market mechanism (CMM), in which spectrum users are not required to exhibit a supply price beforehand but are allowed to trade spectrum voluntarily at a price chosen at the time of negotiations. An economic model of EMM will be built to extract its policy implications.
