Published in Report of the Conference on 21-22 February 2000: Towards a Sustainable Information Society, edited by Peter Johnston, Erik Bohlin, and Bernard Clements, European Commission, Information Society Directorate-General-Unit C1, New Methods of Work, Conception and design from the Information and Communications Unit, May, 2000, pp. 24-28.

[Abstract]
The paper states that many of the difficulties in the Japanese society encountered during the recent years arises from the "rigidity" of Japanese-style organizations, of which a main cause is the dominance of direct and informal mode of communication in Japanese organizaions, as contrasted with written and formal mode of communication, which is common in U.S.. It also points out that the lag in IT investment in Japan can be explained from the same standpoint.
